内容提要:在中国互联网进入第二个十年的发展阶段时，一系列技术变革正在展开。总体来看，这些变革在把互联网带向两种趋向。趋向之一是汇聚，包括机器与机器、机器与人、人与人以及媒体与媒体的汇聚，与之相关的技术包括网格技术、IPv6技术、语义网技术、RSS技术以及各种社会软件。各种形式的汇聚不仅将引发互联网产业或传媒产业的革命，也会带来社会的结构性变化。趋向之二是分权，这首先体现为P2P技术引发的网络结构上的“去中心化”，其次体现为由“博客”、“维客”等应用方式对网络中的专业媒体机构权力的冲击。这两个趋向的共同的目标是创造一个更为高效而平等的网络社会。但是技术的日益发展必将带来产业上的震荡，并引起政治、经济及社会的各种力量的较量。

A technical revolution is taking place when China steps into the second decade of the development of Internet. Many new technologies are leading Internet to two tendencies: convergence and decentralization. Technologies such as grid technology, IPv6, semantic web, RSS and so called social software bring about the convergences which can be seen in many levels, for example, convergence of machines, convergence of machine and human, convergence of peoples and convergence of media. These convergences might result in the revolution of Internet and media industry, as well as some kind of social change. On the other hand, technologies like P2P are turning Internet to a more decentralized structure. Also, new technologies as Weblog and Wiki give individuals more possibilities to be information producers. That will be a great challenge to the professional media organizations and cause the decentralization of media. These two tendencies seem to be contradictory. However, if used in proper ways, the new technologies will altogether help to create a more efficiency and equality Internet. Though the development of technologies itself can not determine the future of Internet, it will probably provoke the interaction of political, economical and social powers, which will change the future of our society.

2004年，是中国互联网第二个十年的开始。年末，一条消息引起了业界的关注：12月25日，中国第一个下一代互联网暨中国下一代互联网示范工程核心网(CERNET2)正式开通，这是世界上规模最大的纯IPv6互联网，标志着我国下一代互联网建设全面拉开序幕。
这个事件，更像是一个信号，它告知人们，在中国互联网走过十年历程之后，在网络的许多技术领域，变革都在发生。中国互联网业所发生的一些变革，也折射着整个互联网未来的走向。
正在发生着的变革，虽然是在不同领域、不同层面上展开，但是在深层，它们的影响是共通的。在透视这些变革的影响时，更应该看到它们所形成的合力。互联网正在酝酿的新的革命，其总体趋势似乎在朝着两个有所矛盾的方面发展：一方面新技术带来了各种力量之间新形式、新层次的汇聚与整合，另一方面，新技术又在力图使网络成为一种更加分权、去中心化的系统。但两者之间其实又是和谐的，其共同的目标是创造一个更为高效而平等的网络社会。
